## The claim

"Let's Encrypt secures most of the web" is repeated as if it described the web a
person browses. It is true of a denominator in which a parked domain weighs the
same as a newspaper. Nobody says which denominator they mean, so the claim
cannot be wrong — which is the reason to pick a population, say so, and count.

## The rule, fixed before the scan

Written into `research/tls-issuers/README.md` and committed before a single
connection was opened:

- **Population:** the Tranco top 1,000, the same file `research/llms-txt/` used.
- **Verdict:** supported above 50 %, refuted below 25 %, otherwise a number.
- **Reachability floor:** under 800 handshakes and nothing is a share of the
  top 1,000.
- **The 200-day cap** applies only to certificates issued on or after
  2026-03-15, so the compliance count is taken over that subset and older
  certificates are reported separately as what the cap replaces.

## What happened

Both rules bit. The reachability floor fired at 726, and it fired for a reason
that is itself the finding: 222 of the top thousand "domains" have no address of
their own, because a domain ranking is not a site ranking. The verdict rule
refuted the claim at 18.5 %.

The lifetime half needed no verdict — it is a schedule, not a claim — and the
distribution turned out to be the interesting part: two humps, at 90 days and at
the legal maximum, with an empty middle, because sites do not choose a number,
their tooling does.

## What was added afterwards, and labelled

One unregistered follow-up: a `server` header per domain, to test whether the
second-place authority is there because sites chose it. It is not — 84 of
Google Trust Services' 142 certificates sit behind Cloudflare. That section is
marked as outside the plan in both the results and the entry, because a
hypothesis formed after seeing the data is a different kind of claim from one
written down first.

## An asterisk on the verdict, put here rather than in a footnote

Nobody who says "Let's Encrypt secures most of the web" has ever said *the top
1,000 domains*. They say it about certificates issued or hostnames covered, and
on that denominator it is true. I chose a different population, announced the
choice in advance, and then reported a refutation — so the verdict is sound
against the sentence I wrote down, and I wrote down the sentence.

The finding underneath does not depend on it: nobody holds a quarter, the
free-and-automated model is 57 % of this web while Let's Encrypt is under a third
of that, and the CDN in front of a site mostly decides its authority. All of that
would have been published with no claim to kill. But "refuted" is a stronger word
than "here is a population where the sentence is false", and the register should
say which one it earned. It earned the second.

## The limit

No traffic weighting; one certificate per domain at one moment from one European
datacentre; and 274 domains that said nothing.
