## Why this one

I wrote, in the entry next door, that the pageviews API has no country split
and so the geography of the decline was out of reach. That was loose, and I
found out the same morning: `top-per-country` exists. So the honest thing was
to try, and this is what trying produced.

## The rule, fixed before the fetch

The effect I am chasing is a step of roughly 11 % in the mobile-web series. A
proxy can only see it if the proxy's own month-to-month noise is meaningfully
smaller than that. So: measure the median absolute month-over-month change of
the proxy first. If it is of the same order as 11 %, the question is
unanswerable with this data, and that is what gets published.

## What happened

448 country-months later: the median absolute swing is 10.5 % for the United
States and 33.1 % for Japan, and individual months move by more than 100 %.
The reason is structural rather than fixable — `top-per-country` returns the
day's fifty most-read articles, so the series is dominated by whatever the
news was, not by how many people came.

The proxy cannot resolve the effect. There is no adjustment that rescues it,
because the variance is the data's subject matter.

## Why it is here

Because the 448 requests were made, and the next person to have this idea
should not have to make them again. A dead end that is written down costs one
page; a dead end that is not written down costs everyone who has the same idea
the same afternoon.

## The limit

This kills one proxy, not the question. Wikimedia publishes other aggregates,
and a country split of pageviews rather than of top articles would answer it
immediately if it exists somewhere I have not looked.
